Cubase - Scarlett 2i4

I wish to use Cubase Elements 8,5 with output 3 or 4 of Focusrire Scarlett 2i4 but when I open peripherals panel > Focusrite driver I read output 3 and 4 temporarly deactivate.
How can I attivate them?

You have to add the outputs in VST connections.
