Cubase 15's track-specific notepad lacks a copy-and-paste function, which seems to be a usability issue.
I’m on a Windows 11 PC, and the copy-paste work fine using ctrl-C and ctrl-V.
What’s missing is the mouse-right-click copy-paste, but Cubase doesn’t use the mouse right-click in a standard way for many things.
