I’m new USB elicensers so I’ve got a few questions: is the elicenser a physical USB stick? If so, how long would it take for me to receive mine?

Yes, it is a physical “hardware” USB stick.
Hard to know, if we even don’t know your location. At lots of countries, you can buy it from your local music shop and you can get it immediately.
