Cubase with or without Intel Speedstep and Intel Speed Shift?

I recently replaced my workhorse PC with a (supposedly) PC monster for my music.
Despite this I have had significant problems with latency.
It seems as if the most problematic issue is related to Intel Speedstep and/or Intel Speed Shift. When I disable both of these, my latency improves but my overall PC performance according to User benchmark drops significantly.
Should I keep both disabled or is only one of them needed? Do the later Cubase versions work much better with this technology? (I am using Cubase 11 currently).
It´s a bit disappointing if all the power in my PC cannot be exploited with Cubase.
