Cubase11 is stuck in the vst3 scanning interface when starting

I had this problem once. I removed everything from my VST3 folder and the problem went away. I then replaced plugins, one by one and until I figured out which was causing the crash/hang. It ended up being the Roland Cloud plugins. I never used them anyway, so I uninstalled them all.
