can the alto clef of a cue be repositioned to the location marked in orange?
Only by extending the length of the cue… but why would you want to? The Viola player knows what clef they normally use.
In this example I would not show the bass clef of the Horn cue (by changing the property)…
This will allow the Viola to see everything at pitch without having to think about a clef change (and Viola players really don’t like seeing bass clefs!)
I would also put the cue in alto clef.
But if for some reason you really need to do what you describe, you can achieve it by entering a F clef in the viola staff for the next empty measures, then an alto clef when it plays again, and scale the F clef to 1% — you shouldn’t need to make it transparent since apparently the clef will fit inside the staff line.

I think the most standard notation is the one Dorico provides: restoring the instrument’s clef at the end of the cue.
And normally, AFAIK, we try to keep the cue in the instrument’s clef as much as possible (i.e. as long as it is readable): in your example, the two horn notes are perfectly readable in alto clef (they’re part of the viola range), so I think you should avoid the bass clef.
