This signifies that bought the wrong update. So you should double check the exact name of the product you own.

and Cubase license in the eLCC to be upgraded is Cubase Pro 11 without time limit.

You purchased the wrong update. If you have Cubase Pro 11, then you should have picked the update from Cubase Pro 11:
