Cursor/highlighted note doesn't move to next note in split-system line

Any ideas why this is the case and how to fix it? As I try to move the cursor, using the left and right arrows, the selected note will NOT move to the subsequent note in the upper system even though it’s part of the same line. It just moves to the next note on the same system (but only for one of the systems!). If I go to the subsequent note and press the up arrow, it will move to the previous note in the upper system. If I try to go to the next note in the upper system, the cursor will not move to the side at all. If I press the down arrow while the note on the upper system is selected, it will go to the previous note on the bottom system. This is not very efficient and is quite frustrating. Any known fixes or workarounds?

Because cross-staff notes generally continue to belong to their original voice even if on different staves.

Jake, the cursors in Dorico are designed in a different way to give you the ability to move to other items than just notes.
I looked up the explanation from the help pages:

The idea is that you can reach any item on the screen by moving the arrow keys, not just notes. It’s more like geographically walking over the layout. I’m not entirely sure if this behaviour has been refined in the latest versions of Dorico, though.

I understand that general concept. One of the main issues is that when I try to move to the subsequent note in the upper system, the cursor does not move, it just stops. That seems like a major bug.
