curve tool bug ?

It seems to me that the curve tool acts weirdly. Is this a bug or it something I didnt understand. Sometimes it draws with snap set to bars and sometimes it draws according to the 1/8. It looks random to me.

Ok I just realized that its not random. I just needed to zoom in a lot more and then aim between the grid lines in order to get it draw in according to the snap value in stead of bars.

But why is it like that. I dont really see the point of this. Any ideas ?
