Cymbal chokes on very fast notes

I’m using NP, and according to Wallander with percussion that sustains they treat rests as a damp/choke (which is also recommended by Behind Bars on pgs. 289-290).

It seems to work fine, all the way up to quarter notes and rests thereafter. However, I have observed all notes shorter than a quarter still sound (almost) fully as a quarter regardless. 8ths and 16ths will sound exactly the same in this regard. I am trying to do these fast 8th note suspended cymbal chokes, written as:

(I added the choke apostrophe to double down but it has no effect)

But in reality it is sounding as almost full quarter notes, with a teensy tiny choke right before each, closer to:

This is the case with either stock NP or NPPE. Is there anything in the percussion maps or expression maps where I can override this behavior and force a choke for the exact written value, even down to 16th notes if I want? Or is this merely a limitation?
