Default Marker Names feature is not working in WL13.
To verify
Assign Default Marker Name to Generic Marker as “Test”
Create 3 Generic Markers.
In Marker Tool Window/Marker Head, the name has to be Test but remains empty.

It works as it should. That is to say it works only from the Create Marker dialog and only if this option is checked. It also works in the same way when you insert a marker from the record dialog.
Following the steps you mention above, I am able to create markers with a persistent name on Ctrl+Ins.
In picture below, from the name (Default Marker Names), users can be misled to think all markers will be named according to what name is assigned there.
But the option is storing one name with a set of names (history) to be used only for Ctrl+Ins. (Create Marker) and not for Ins.
I think it has to be called Marker Names for Ctrl+Ins or anything other than Default if it is in the Marker Tool Window.
Or if this option can be moved to Ctrl+Ins window from the Marker Tool Window if it is only applicable for Create Marker.
