As attached, I changed default vertical position of breath comma, but doesn’t work as expected.
Any idea?

Try viewing this in Page view or Engrave mode (that works on my end). These changes are often not reflected in Galley view.

It’s probably best to wait until you have at least completed the page before dealing with Condensing and layout issues. You don’t know what effect adding a few more bars will have.

I think that’s not caused by condensing per se, but by the fact that there is not enough horizontal space left in the bar for the comma to sit on the top staff line.
But, your system is not over-full. What surprises me is that Dorico does not force more horizontal space for a breathmark if this setting is chosen in Engraving options.
(I don’t think I quite understand that behavior. Even though the setting is about the vertical position of the breath mark, it inevitably also needs enough horizontal space to be able to sit on top of the staff.. so what’s the point of this setting if it doesn’t take effect even on a staff that’s not overfull?). There is also no setting to increase the gap to the left of a breath mark (which also surprised me).
What you could do, but @benwiggy is right that you should only do that near the very end of your process, is create more space at the end of those bars in Note Spacing mode in Engrave. Or you could enter a small negative value in the setting marked 5 below. But that will affect the position of all breath marks in the project.

As automated layout, commas were still placed wrong position. Then I tried to widen commas bars by adjusting bars per page. After getting enough size of bars, commas sit on expected place.
