Delete Empty bars

How can I delete the section marked in the part? Even if I delete 3bars, one bar remains.

Double-click to set the caret at the start of the three-measure rest; then type SHIFT + B followed by -3. That tells the Bars popover to delete three measures.

Even when I do -3, one bar remains.
A bar with a quarter rest remains.

You could try the same approach selecting that measure, but only type -1 into the Bars popover.

Is there a redundant Flow there, perhaps?

You are attempting to remove a whole flow (It looks like flow 3!). You remove flows in Setup (highlight the flow and hit the trash can, or select and right-click>delete flow)
