Delete empty staves + Mistake

Hi,
I’ve got 2 questions:

In bar 655 there is an upbeat - so there are 3 beats to be deleted. How can I do this?
And:
As you can see, there are lots of empty staves which I don’t need. Especially the piccolo flute appears just at the end of the entire score (Beethoven 9th 4. movement)
If I go to layout options in order to hide empty staves, I get lots of spaces in the score.
But I want to compress this large score as much as possible in order to get a better overview.
(Besides: I can only work in galley view-page view is unusable!)

How come that Page View is not working and that you can only work in Galley View? As per definition Galley View always shows all staves, so to see the results of hiding staves you’ll need Page View.

Position the caret immediately after the 6/4 time signature and type Shift+B to open the bars and barlines popover. Now type -3q and hit Return. This will delete three quarters’ worth of time from the score at that point.
