Different note groupings depending on how time signature is entered

In the German Dorico forum we stumbled over an unexpected behavior regarding note groupings.
If the time signature is entered or changed with the button at the bottom of the time signature panel, the current note grouping settings are not applied. The time signature popover and the pre-defined time signatures in the Common section of the panel work as expected.

Is this a known issue or maybe expected behavior for some reason?
