I’ve just tried to open a Cubase 14 cpr file in Cubase 8.5 64bit. I thought Cubase had a backwards and forwards compatability. I can open Cubase 14 cpr file in Cubase 13 but not 8.5. Is there any round this ?

See the project compatibility section in the release notes. In case not completely clear, when you create a project in earlier version you can open and resave in C14 and it will remain compatible, it’s only projects created in 14 that will be saved as 64bit that don’t work in earlier versions.
