I have Cubase 15 Pro running on a 15” laptop W11 with a resolution of 2560 x 1600. The problem I’m having is that the pop-up windows, like track settings, do not enable me to access the bottom to “apply”. I can do this with a much lower resolution, but half of the screen isn’t used. Is there a way to resize these pop-ups

What do you mean by this? Lower resolution would usually make it more difficult to fit things on screen so not sure how a lower resolution is helping here. Or what you mean by half of the screen not being used, changing resolution doesn’t change the amount of screen being used, just how much fits onto it.
Do you have any other scaling going on in windows or Cubase….at native scaling 2560x1600 on 15" would make everything absolutely tiny.
And at 200%, it would be equivalent to 1280x800, which would be below the minimum requirement for Cubase of 1440x900.
175% scaling would correspond to roughly that (i.e. a bit higher than 1440x900), so that might be worth a try, as would 150%.

Thanks for responding. I have solved it by reverting to 2460 x 1600, but changing the scaling from 200% to 175%

Mind that you can change the scaling in Cubase preferences without changing the system one if you need.
