You should think of the ‘Ideal gaps’ on the Vertical Spacing page of Layout Options as minimum gaps (one of these days I should really change the wording), since unless Dorico ends up with a frame that is more than 100% full vertically, the ideal gaps are treated as the minimum gap that Dorico will allow. and also, be aware of the so called “circular problem”, that in rare cases can happen (but first try setting your ideal gaps much smaller, please ):

The problem here is that Dorico does not know exactly how much vertical space the music is going to occupy until it has cast it off, but it cannot know exactly how to cast it off until it knows the height of the music, so this is an inherently circular problem.
