Cubase 14 Pro: Let’s say the bass is being ducked by an inserted compressor, which itself is side-chain triggered by the bass drum on another channel. If I export the bass channel to audio, will it still be ducked?

There is not enough information to say yes or no.
What more information is needed? Insert a compressor to the bass channel; switch side chaining on for the compressor and route it to the bass drum which is on another channel. Now export the bass channel. Will it be ducked?
How do you export the bass channel?
Audio export, mark bass channel, export. Nothing is muted.

Yes the sidechain effect is bounced with the stem. I do it all the time.
I just did this to show you. I made it extreme so you could see. This is a single stem with the sidechain applied and being triggered by a kick.
And I’ll add you must export the stems for it to work. If you just mute everything else and bounce the bass it doesn’t work.
So if you need that bass with the sidechain effect added. go to Export multiple items instead of single and click the bass and drum only to keep the sidechain. You will get two stems. One with the kick (which you can delete) and the other the bass with sidechain effect.
And if you don’t want to do all that. You can create a ghost sidechain. In cubase if you set the output of the kick to “no bus” The bass will still get the sidechain info and duck but no sound of the kick will be heard.
You can then bounce/export quickly and go back and return the output bus of the kick.
Here I rendered the kick from the drum machine quickly to show the info. It shows where the output is going (sidechain) which is Retrologue (Bass) which I set to no bus ghost it (no sound)
