Does macOS 13 require full disk access for Dorico 4?

Sure.

Some people may experience that Dorico 4 doesn’t boot on macOS 13 ventura.
If you have previously added Dorico 4 to the full disk access list in macOS 13 Ventura Settings app (or “System Preferences” in previous macOS), then you will want to also add its VSTAudioEngine5 to the full disk access list as well. OR DISABLE BOTH OF THEM as Daniel suggested below.

Neither Dorico nor the VST audio engine requires full disk access on macOS. If you currently have it enabled for either application, you can switch it off.
