I don’t know, but does every user actually need to use the Library Manager. The purpose of the Library Manager is to install new sound libraries and second to move them around if need be. In your environment I can imagine that really only the Admin needs to run Library Manager. So the Admin installs everything for all others users and makes files readable for every user.

No, for working with Dorico users don’t need the Library Manager at all. It’s just for installing of sound libraries and moving libraries around, but that is usually only a one time and mostly only at start-up time routine.
So as long as you make as administrator everything below C:/ProgramData/Steinberg/Content readable for any user, they should be fine.

Did you install the software as Administrator?
In that case the standard user does not have enough permissions for accessing the files. You should install the packages as a standard user, that is member of the Admin group, so that the user is able to access all components.
But you don’t need to reinstall the sound libraries, you just need to correct the file access rights to the files. Quoting here myself from a different thread:

The problem is an outdated security certificate. Scroll up all the way to the beginning of this thread and there at the top you find instructions what you need to do.
