To me it appears as if something crashes or stalls the Steinberg Licensing service. This has nothing to do with exclusive control over the audio device.
I would run the Steinberg Download Assistant for one time. Because it will then also look for updates of the Steinberg Common Environment components to which also the Steinberg License Service belongs to and automatically install them. Once the Download Assistant launched, you simply just reboot and then see how it behaves with Dorico and Cubase in parallel.
If still a problem, please choose in Dorico from the menu Help > Create Diagnostic Report and post the corresponding zip file here. Thanks
I’m rather surprised to say that appears to have worked! Well, I got into Dorico having already opened a project in Cubase.
I didn’t notice the Steinberg Download Assistant do anything. (This was yesterday. I shutdown my PC overnight.) And I have certainly run it many times while I’ve had this problem with Dorico v5.
So, thank-you! I am currently tentatively happy
But I wouldn’t be surprised if it happens again…
PS. Is the Dorico diagnostic report likely to say anything about previous failures?

There are no crash dumps contained in the diagnostics, but I can see error messages in the logs where the Activation Manager tries to contact the license server but gets no answer. So it must be something along that line, but can’t really track down exactly.
Let’s leave it like it is, but if the error returns, please get in touch immediately again.
I suspect Ulf is too modest to boast here that he solved it. But he did!
The problem turned out to be that Cubase was running as administrator. I have no recollection why. But the upshot is that when it contacts the License Engine, this too will be running as administrator. This is indicated by this entry in the Steinberg Activation Manager diagnostic report file:
“[warning] [31868] The process SteinbergLicenseEngine.exe is running with elevated privileges!”
