How can I make in an 7/4 measure a whole note dubble dotted?

Press alt/opt dot twice with force duration on.

Just use [7]/4 in the time signature popover, showing that you want one whole group of 7.
Just to elaborate on both previous posts, I think the Force Duration method is the cleanest in terms of side effects. Simply enter a whole note with Force Duration active and press alt/opt+. twice.
Using the [7]/4 time signature method will allow you to enter the double dotted whole note without force duration, but will also affect beam grouping:
