Can I download 9.5 with the code I received and after implant it on the new pc ?

Which version of Cubase (Pro, Artist, Elements)?
If you’re using a USB eLicenser (as you have to with Artsit or Pro) then yes, download Cubase and the eLicense software to the new PC and plugin the USB eLicenser and it should all work.
If you’re on Elements and using a soft license then you’ll need a new activation code which you can obtain via your MySteinberg account (as long as your license is registered).
