hi i just downloaded cubase 11 elements and received no activation code via email or no indication as to where i should be paying for the software
please advise

Anyone can download the software.
Usually you pay to the location from where you purchased the license. So, where are you shopping?
i downloaded with the steinberg download assistant, everything successful, but in mysteinberg account there is nothing showing and when i click onthe cubase 11 elements 11 it asks for an activation code that i have zero issues paying for just need direction is all

If you don’t want to purchase the license through the Steinberg shop, many online music stores also sell it.
