Hello,
When I try to drop an audio track into an existing project, I am unable to position the imported track exactly where I want it. The program only allows me to position it at certain locations (ie certain beats). I’m sure this is user error and I just need to do something differently. Can anyone point me in the right direction?

That behavior is called “Snap”.
You can temporarily defeat Snap by holding Ctrl/Cmd while dragging with your mouse.
