It would be nice to either just drag or copy paste inserts to new tracks. I go to do this out of instinct so often due to it being so common everywhere else.
You can do that two ways I’m aware of (maybe there are more). For individual inserts, you can just Alt-Drag them from one track’s inserts to another. For an entire insert chain, you can right click the inserts header from one track then copy, then right click the target track’s instrument track’s inserts header and paste.
If you know ahead of time you’re going to want to have multiple tracks with the same inserts and settings, you can also select all the tracks, turn on Q-Link, the add the inserts. There are some limitations, however, as to whether settings you make after that point show up in all instances. (Can’t say I’ve figured out the details on that front completely, but I know it works sometimes and not other times. Might be that individual control tweaks do work while preset changes do not or something along those lines.)
You can also drag’n’drop the header from the Inserts rack to another channel to copy it.
I’ve also noticed that if you drag and drop a insert to a existing one it will not replace it*

This can only be done in the mix console it seems tho. I want to be able to do this from the inspector or the new channel section in the project view.

True. I don’t get a circle though, it just won’t work. It doesn’t work in the mixer in the lower zone of the project window either.
Yeah, I probably should have specified I meant in the MixConsole – I haven’t even tried doing it elsewhere. I pretty much always have that full screen on my second monitor, with the main Project Window on my main monitor. However, even with one screen, it would be easy enough to just open the MixConsole temporarily (or switch to the window if both are up but just not in front) for this sort of thing. I know I used to do that prior to adding the second monitor a few years back.
Again this is something that should be standard as it is in all others
What about cubase 13? any thoughts this feature doesn’t work for me in 13 but work like a charm in 12
