Can someone explain how to move(say, line 5) and place it between lines 1 and 3?

I’m not sure if you mean literally move the stave or just the contents? Do you mean move stave 5 to stave 2? e.g. move Double Bass stave up between Violin 1 and 2? Or move the music from Double Basses to Violin 2?

Yes, the whole line. But now that you mention it the contents/notation will be a question down the line. This was created on my iPad. FWIW
If I understand you correctly, you want bars 17-18 moved to bar 9?
If so, this is a good time to use Insert Mode.
You can copy these two bars, switch Insert Mode on, and paste. Dorico will automatically move the current music in bar 9 forward and “insert” bars 17-18.
Don’t forget to switch Insert Mode off again!
