- In Preferences, Editing, set Drag Delay option to, for example, to the maximum value, 500 ms.
- Try to click and drag on any event → it still moves.

You realize that 500ms is half a second right?
That said, of course events will still move.
That’s not the purpose of the drag delay. Quoting from the manual is “To avoid accidentally moving events when you click them in the Project window”
You can of course lock the track(s) instead so nothing moves. Add a key shortcut and you got it easy lock/unlock any track.
As I understand it, it means that every movement that was done to an even within a timeframe shorter than the drag delay value should not be applied.
Try to rapidly click and drag an event (quicker than 500 ms), it will still move.
Also, looks like it is a known issue:

Yes, it will not move at all, you will try dragging it but will stay put.
Here it works as supposed, i.e. I am dragging an event and will not move immediately.
Also adjusting the milliseconds is indeed altering the response time of the dragging.
