Have just upgraded to Cubase Pro 15. How do I drag dynamics/text in this version?

Yes in Score Editor. For me anything I place is placed automatically and then I can not drag it vertically (from above stave to below stave). I can move thing horizontally but they lock to a bar or beat.
Generally, dynamics should be placed on the correct side of the staff, which is below the staff for all instruments except vocals (so that there is room for lyrics below). Given your username, I wonder if you have an instrument with “Bass” in the name that is getting misdetected as a bass singer instead of the instrument. If so you might need to change the instrument type in the settings for the staff to the correct instrument and then all the dynamics should move below.
