I have spend a lot of time figuring out how to drag MIDI into Cubase.
It turns out that when you drag MIDI directly onto lanes of an instruments, then it does not place the MIDI there, but instead creates a new track below.
If you drag it onto the instrument track with lanes folded up, it works as expected.
I believe the behaviour here should be consistant.
