I had the same error yesterday. It was an issue on the Steinberg backend server side linked to my Steinberg account. The account looked ok my end but Steinberg confirmed there had been a glitch during the creation process. Their support team has had to delete the account for me to re-create one. It was fine after that…

Unless something has changed, you should contact Steinberg support so they can either try to fix it at their end or they can delete the account (which seems the quicker option) so you can sign-up again.
