Hi, I have what i think is reproducable steps, i’m not sure if this is documented yet.
1- open a project (something with say 20 or more tracks in the arranger window)
2- with cubase main window covering both monitors (my right monitor is less resolution. L monitor 1920X1080 R monitor 1360X768)
3- move Arrange window from Left monitor to the right so that you will need to scroll the page down to see the tracks near the bottom of the Arrange window
4- as you scroll down the main Cubase slider because the R window resolution is required
5- I get the following graphic error 
6- mousing over some glitched areas will cause some of the glitches to alter slightly.
