In order to facilitate a page turn, I’ve been asked to duplicate the bottom staff on one page on to the top of the next page. This seems like the sort of thing that would be easier to do with a scanner and an image editor than with Dorico, but the client has asked that I do this, not them, and for reasons I’m not comfortable disclosing, I want to do everything I can do accommodate this request. Is there a native way to handle something like this or am I going to be stuck with some manual labor?
You could create a graphic slice of the notes to be copied, and paste that into the following page?
There’s certainly going to be some manual work. Do you need to do this on multiple pages, or just one instance?
The easiest way is probably to create a new flow with the duplicate material and add a second music frame to the page.

When you say “create a new flow with the duplicate material and add a second music frame to the page,” do you mean a flow that’s just 3 measures long and then somehow make that extra music frame show only that flow?
I haven’t come back to this project yet, but once I do, I’ll report back how I ended up solving this problem.
Not to speak for Ben, but I would say “yes, if that’s what you need for your client, create the three-measure flow (or use Janus’s suggestion for a slice of the material needed).”
When you edit a page template, you can apply a filter to a frame so that it only shows selected flows.
Note that this filter is not available when you’re editing a frame directly on a page. So you’d probably want to create a new page template that contains one short music frame at the top, filtered to just the one short flow, and a larger frame underneath, filtered to your main flow, and then insert a page template change. (Actually, you’re probably going want to edit your existing templates as well to filter the music frames to the main flow – otherwise, they will display the short flow with the duplicated material after the main flow.)
Make sure that the frame for the main flow is part of the default MA frame chain, and the frame for the short flow is some other frame chain.
Finally, since you can’t set first system indents separately for different flows, you’ll need to remove any indent for this layout (in Layout Options > Staves and Systems > Staff Labels > Indents) and then manually re-apply indents to other flows with the note spacing tool.

On the whole, @Janus’s idea of a graphic slice is probably easier, though the quality might be slightly less good.
