Is it possible to add different dynamic markings both above and below the same voice?
For example, I’d like to place “p en dehors” above and a hairpin below, to reproduce the layout shown in the attached image.

Yes, this is possible:
First create the p with suffix en dehors – added in the properties – on the second beat and flip it with F, then create the hairpin on the third beat and move/resize it.
