Each WaveLab 12 startup, VST3 plugins in folders named with special characters are rescanned

Bug:
On every WaveLab 12.0.0 startup, VST3 plugins in folders named with special characters are rescanned.

Test Example:

  1. Install some Klevgränd plugins, placing the .vst3 files in:
    C:\Program Files\Common Files\VST3\Klevgränd
  2. Watch as WaveLab 12.0.0 recans the plugins on every restart of WaveLab.
  3. Rename the Klevgränd folder to “Klevgrand”:
    C:\Program Files\Common Files\VST3\Klevgrand
  4. WaveLab 12.0.0 now successfully scans the folder once and does not subsequently rescan the plugins.

Expected results:
As an international product, WaveLab should respect folder names with special characters and treat them the same as any other folder.

Your expectation is reasonable. This case has never been tested before, as it has not been encountered until now. I will see what can be done in a future update.
