Hi @Arno_Mittring, and welcome to the Forum.
You can create the empty diagrams as music text inside a text frame in a customised page template, where you define also the other elements of your file. I make now a short video explaining the steps. Give me just a couple of minutes…*
Here how the edited First page template looks like:
Then some minor global changed Layout Options and Notation Options (you can use the Library Manager, from menu Library, to see what I changed).

Here the final Dorico Project for your usage. You can analyse it, and see if you have any question. You are free to modify it as desired, of course:
Dorico file (I used Finale Broadway music font, as in your example):

(I understand that you need this as an empty manuscript paper. If you need to write music, I suggest you use the standard Page templates, and the automatic generated Chord Diagrams…)
To import a PDF into Dorico, of course, one would need to convert it to XML. Presumably, since you have Finale, you can generate an XML directly from there and have only posted the PDF as an illustration.
But if a PDF is all you have, you will need to run it through a program that can convert the PDF to XML.

Are you trying to create a “blank” sheet to be printed out for use with a pen on paper; or trying to create a template document for projects within Dorico?
Guitar tab isn’t my forte, but I believe that Dorico can add the chords used in a document automatically, at the start. Whether it does that with tab, or just with chord names/symbols, I don’t know.
And I’d suggest there isn’t any point in creating empty staves on 2 pages: just start adding the music, and Dorico will lay it out, adding systems and pages as required.
