I know there are many thread about this but some are old and in other I didn’t find my answer…
I’m trying to insert one bar of silence in a project so I select the full vertical range (shift+alt+range tool) but I don’t get anything…
No ruler tracks or blocked events/parts/tracks here.
The weirdest thing is that if I try in other positions the command works but I absolutely can’t guess what’s the difference in the two cases…

I have to admit I didn’t know about this nth function in Cubase so great to know…
I tried and this time I receive a message saying that the process can’t be applied to locked tracks; this makes very sense but… I have no locked tracks! 
I also checked disabled tracks and versions, no way…
I’m afraid I’ll have to invent some workaround; in the meanwhile I restarted the software, hoping it works…
No tracks but a “f…n’” little part, lost in the middle of many guitar lanes…
After a meticulous hunting I found it and now both the functions work correctly.
So thanks again @Johnny_Moneto for teaching me a new unknown (to me) Cubase function! 
Ya this is a good one. I’ve mostly used the range tool but your method looks better, Moneto.

I think it’s one more - very useful - option but I still have to use it for a while to see what’s my favourite; at a first glance selecting a range (one track or full project) with the specific tool modifier then shortcut would appear to be faster to me; but it’s also a matter of taste, probably…
