I’m trying to edit the tenuto dash to be a bit taller, but no wider, but I adjust the Y dimension to 110% and the X stays at 100%, but the result is that the entire symbol is larger by 110%.

Yes, I’m afraid that’s how it works for now.
I also wish you could scale x and y separately.

You could edit the glyph in a vector-drawing program and then import it as a substitute music symbol.
