When installing the Elements 9.5 upgrade program it always says “no change” and says “Elements 9.5 not installed”. I somehow managed to get it activated in My Steinberg, My Products but it still won’t install. Elements 8 upgrade from Elements 6 are both activated and showing in My Products. Is it possible to get a refund? Any help appreciated.

Make sure, you are installing Cubase Elements 9.5 Full Installer. Not update.
