Well, that sucks… from everything listed in this thread that you’ve done, you’ve pretty much covered everything except for the dongle itself. 
Just ordered ( my 5th one I believe ) from sweetwater .
dongles were out of stock but Vienna dongle was in stock for $5 more tho
btw, on windows pc it works fine, no elicenser errors on startup.
Just on MacBook all these errors occur.

I’m a logic user currently, was looking for logic alternative for PC since Logic is Mac only, (still will use logic on Mac but just need simple daw for pc)
but keep finding everywhere online about all these license issues with cubase 10
the elicenser was causing ng crashes on my computer.
I bought a usb key elicenser and transfered my licenses: as soon done more more crashes at all !
