Layout Options > Vertical Spacing > Hide Empty Staves.
If this doesn’t work, chances are this is a musicxml import. The most obvious thing is that there are explicit clefs at the start of each instrument, which can and should be deleted.
It’s somewhat customary to show all staves at the beginning of a piece or beginning of a movement. Valuable information for the score reader.
