I think, since the recent change to the way MIDI is monitored, we now need an additional ‘Enable Monitor on Selected MIDI Track’ pref to go with ‘Enable Record on Selected MIDI Track’
As it stands, you can’t scroll up/down your instruments without having to do this manually.
