The range of beamed notes is one step further down than up on the staff, thus the stem direction rule applies. But this is a good example where it might be preferable to break the rule. I’m sure this has to be done manually, though. (And of course beware of stem reversals on transposing instruments.)
It’s certainly quite normal to see ties joining notes with different stem directions, and there’s no ‘rule’ that they should be the same. I can appreciate the tidiness; but I think Dorico conforms to usual practice here.
