You might know this already, but FWIW: the general idea behind Dorico’s automatic condensing is it parses your music in terms of phrases, and subsequently combines phrases together on the same staff.
In other words, passages separated by rests are considered distinct phrases, and perhaps more importantly, the placement of “condensing changes” forces Dorico to split a phrase in two at that rhythmic position.
