Explode music doesn't divide notes equally

I have a file where all the piano notes are on the upper staff, and I would like to explode them onto two staves. Accordingly, I selected all the notes in the first measure below, then Command-C, then I selected the rests in the two staves of the third measure, then Edit->Paste Special->Explode. But instead of dividing equally, I end up with one note on the upper staff and the remaining notes on the bottom staff:

I get the same if I paste into a completely different player. How do I get the notes to divide equally like the manual says will happen? Is there some setting I’m missing affects this? [I am aware I can select individual notes and move them to the lower staff, but that is fairly tedious. And I might be able to dig up the original midi and change a split point, but at this point, this is dorico file I have.]

at the moment i believe there is no way to change this. I hope they add some dorico-ness to this soon and split them equally (or let you do a split point)

Scott is correct that the docs say that notes should be spread “as equally as possible” across destination staves when there are more notes than staves. I don’t know if there’s a reason why it’s not working in this case, but I can reproduce the issue.

i do remember it working in early version of dorico so it must have gotten changed at some point. assuming not on purpose.
