The “Export comments” button does nothing. It used to open a browser window. Where would I find the HTML file that it generates? This also does not appear in the project directory as it normally would.

What happens if you use the jump bar and do Export Comments from there?
It works here on Mac, too, albeit I’ve not updated macOS to Sequoia.
Some system details might be useful, or running Help > Diagnostics and dropping the resulting .zip file (it’ll land on your desktop) into a reply here.
Using the jump bar also does not work. I am on Windows 10.

I can see from your diagnostics that the “export comments” command is being executed. I guess the problem is that Dorico is unable to open your default web browser in order to show the generated HTML file. If you choose Help > Dorico Help, does your browser open and go online to open the online help?

Unfortunately, I’m at a loss. The mechanism for both is basically the same, though of course the help link is on the web, while the comments export is local. Perhaps you have some security settings on your system that prohibit the opening of local files in your browser.
I have tried it with another Dorico project, and exporting comments works fine. So it seems to be something specific with this particular project file. Perhaps it is because I wrote the comments in German, while the application is set to be in English? Seems unlikely, but I would be happy to send the project file if it would be of interest to you / your team.
What is your default browser?
Looking at exported comments here, I note that the Layout Name is included in the filename of the created html file. Are there any exotic characters in the Layout Name you’re attempting to export from?
A few years ago a student of mine had problems opening a file. The name of the file was in Vietnamese. After some experimenting, we renamed the file using only English characters. The file then opened without a problem. The student had many other files which used Vietnamese characters in their file names. They did not exhibit the same problem. It might have been only particular characters, or maybe a particular combination, which caused the problem.
Solved, thanks to your tip, @pianoleo. The problem was indeed with the layout name.
The layout I was working on is called “SCORE (Transposed 1/2 Tone Up)”, and something about that was causing the comments not to export. Probably this is due to the slash mark.
I switched to the main score layout, simply called “Score”, and the comments exported without issue.
Yup, that character is not allowed in filenames.
When printing a layout to PDF, Dorico knows that special characters like this need to be replaced in the filename; probably that same logic should apply to exported comments.
Given that the “/” character is commonly found in some layout names, it would be nice if the comment export feature would automatically replace the character in the filename when exporting comments. For example, a common layout name for many people is “PIANO / VOCAL”, and with such a layout name, comments cannot be exported without first renaming the layout.
