Exporting empty systems

a bit of an odd request, but I was wondering if it would be possible to set up a flow with a specified instrumentation and staff arrangement, and then populate a page with blank systems that follow the instrumentation, to print out as a template. I know how to do manuscript paper, but that is entirely blank staves.

yes I do!! how does one achieve this? I never manage to get rid of the rests entirely when I try to set it up.
