Could you please take a look at this thread. It contains lot’s of screenshots to clarify things. There is an issue with negative delay values of external plugins.

This has been going on for years unfortunately, yet to be fixed in Cubase after all this time.
Other DAWs are able to use negative values (Logic Pro for example) - there’s even a sound on sound article going back to 2011 that reports this issue,
