I would like to install an external (freeware) program that allows me to see when Cubase is sending MIDI data and what the data is, i.e., the direction of this data and not the data coming from the MIDI equipment. There are various programs available for this purpose. What would you recommend for Windows? I am looking for something very simple.

Pocket MIDI is also a great program for this purpose. And it’s free for Windows and Mac.
